`Bug #2162961 <https://bugs.launchpad.net/cinder/+bug/2162961>`_: Fixed data corruption when restoring an incremental backup chain to a newly created volume with the chunked backup drivers (Swift, S3, Google Cloud Storage, POSIX/NFS). Only the base backup may skip writing all-zero chunks; applying that optimisation to the incrementals layered on top left the base backup's stale data wherever a region had changed from data to zero. Incrementals are now always written in full.

Revert to snapshot now correctly overwrites the volume with the snapshot contents.

The deprecated ``[oslo_policy] enforce_scope`` configuration option has been removed in oslo.policy version 6.0.0 which will impact Cinder as there is no longer any way to disable RBAC policy scope enforcement; scope checks are now always enforced regardless of configuration.
